Convert this notebook into a phased action plan for someone applying what they just learned. Use a 30-day cadence by default, or adjust if the sources suggest a different natural timeframe. Structure as four phases: Phase 1 — Foundation. 3 actions. For each: what to do (one verb-led line), the source that supports it, and the smallest credible "done" condition. Rate each action's evidence: [well-supported], [partially supported], or [inferred from sources]. Phase 2 — Build. 3 actions, same format. These should compound on Phase 1. Phase 3 — Pressure-test. 3 actions, same format. These should expose whether the plan is working. Phase 4 — Decide. 2 actions, same format, plus one explicit decision point: "If X by end of Phase 4, do Y; otherwise Z." Both branches must be grounded in the notebook. Flag any action that requires information not in the notebook — these are research tasks, not execution tasks. Constraints: - No action longer than one sentence. - If two actions overlap, merge them. Twelve actions max. - If the sources can't support a phase, write "Not enough evidence — here's what to research first" rather than fabricating tasks.
